The hottest policy kills three birds with one ston

This policy kills three birds with one stone, but it may drive wind power enterprises crazy

the demonstration of wind power parity will bring varying degrees of pressure to wind power operation enterprises, power enterprises and wind power equipment manufacturing enterprises, and the policy effect can be described as killing three birds with one stone

the National Energy Administration recently officially issued the notice on carrying out demonstration work on wind power parity (hereinafter referred to as the Notice applies to most plastic raw materials), requiring all provinces and cities to organize wind power development enterprises to apply for demonstration projects on wind power parity by June 30. This seemingly inconspicuous demonstration project notice can kill three birds with one stone, doubling the pressure faced by wind power enterprises

briefly sort out the core content of this notice, and there are the following points: (1) each province and city selects a project and applies before June 30, which is relatively tight. (2) The demonstration project is not limited by the annual scale index. It is an incremental project, which can improve the enthusiasm of enterprises to apply to a certain extent. (3) The electricity price of the demonstration project is implemented according to the electricity price of the local coal power benchmark. The green power certificate is not issued for the power generation, and the electricity price is lower than expected. (4) The scale of projects in the red warning area shall not exceed 100000 kW. (5) Power engineering and wind power projects should be promoted at the same time, and it is necessary to ensure that the demonstration projects on wind power parity are fully funded and unlimited

the "notice" with just a few hundred words conveys a lot of information. For wind power development enterprises, they will be forced to accept the same electricity price as thermal power. Even if the wind power of the demonstration project is purchased in full, the pressure is still huge. However, the significance of this policy is that through parity stress test, we can find out the constraints on wind power parity, and provide a basis for the reduction of wind power price. For power enterprises, in the demonstration project, the power engineering must be the first time in China to use the friction and wear testing machine of this technology to advance synchronously with the wind power project, which will force power enterprises to speed up the construction of export channels. Without the active cooperation of power, there is no doubt that this policy will not be implemented. For wind power equipment enterprises, it is necessary to improve the quality of fans and increase the reliable operation of fans. At present, the "wind power curtailment" has covered up the quality problems of some wind turbines to a certain extent. Through the parity test and long-term operation due to political tension, the central bank's interest rate hike and the western economic recovery of disunity, the quality problems of some wind turbines may be exposed soon

it is not difficult to see that the intention of this policy is very obvious: forcing operating enterprises to reduce electricity prices, forcing power enterprises to build channels, forcing wind turbine manufacturing enterprises to improve quality, one bird, three stones, well done

will any enterprise actively declare

although the notice gives some preferential conditions, such as the demonstration project does not include annual indicators, unlimited power, etc., wind power development enterprises still find it difficult to implement, because the electricity price is too low, too low, it is too low...

the notice clearly stipulates that the electricity price of the demonstration project is implemented according to the local coal power benchmark, and there is no other subsidy. How low is the coal power benchmark electricity price in each province

according to statistics, in 2016, the province with the highest electricity price on China's coal power benchmark was Guangdong Province, with a price of 0.4505 yuan/kWh, and the lowest was Ningxia Autonomous Region, with a price of 0.2595 yuan/kWh. There were only seven provinces with a price of more than 0.4 yuan/kwh in China, namely Guangdong, Guangxi, Hainan, Hunan, Sichuan, Shanghai and Zhejiang, and three provinces with a price of less than 0.3 yuan/kWh, namely, Mengxi, Gansu and Ningxia. Other provinces are in 0 Between 4 yuan

according to the data released by the national energy administration, the average electricity price of wind power in China in 2015 was 0.594 yuan/kWh, and the average subsidy per kWh was about 0.14 yuan. There is no doubt that if wind power is purchased according to the current benchmark electricity price of coal power, wind power operating enterprises will fall into losses

of course, the demonstration project is not implemented nationwide, but only tested in some specific areas. Then, the western region, especially the "three northern regions", is the most likely to declare, because in the "three northern regions", wind resources are good, the average cost of the project is low, and power rationing is serious. To a certain extent, it has the elements of demonstration projects in the notice

however, the average electricity price of thermal power in the "three northern regions" is very low. Taking Gansu as an example, the electricity price on the coal power benchmark in this province is only 0.2978 yuan/kWh. Even if the equipment is fully developed and fully purchased, the annual power generation hours exceed 3000 hours. Based on this electricity price, the profit space of wind power operators will be very small

in the central and southeast regions, the electricity price on the coal power benchmark is relatively high, but these regions have poor wind resources and high project costs. The key is that these regions currently do not limit electricity. Therefore, the possibility of implementing parity experiments in these regions is almost zero

however, if the test on the parity of "Three North regions" is successful and the enterprise is profitable, it will form an invisible pressure on the wind power enterprises in the Middle East - the parity in the west is feasible, and the electricity price in the East is not limited, and the affordability of electricity price is strong. How can we not accept the parity

of course, wind power parity is the general trend, and no industry relying on subsidies can last for a long time. Under the background of the expansion of the scale of wind power in China year by year and the growing gap of renewable subsidy funds, the implementation of parity testing is timely, but the pressure faced by wind power enterprises has just begun
